Stainless steel cleaners are considered maintainers, and they are used before you apply a polish.  They can be ideal for removing thins like grease build up, and they can also be quite multipurpose.  They are most often used to cut through oil blemishes and to dry without leavings streaks or marks.  Stainless steel polish on the other hand, is intended not as a cleaning product, but as something that will give your stainless steel face water fountain a high shine.  It will also protect your fountain from getting marked up and it can also repel other stains.  The third type of polish will use both aspects of cleaners and polish and give you a wonderfully finished look in half the time.
